Victory Park occupies 32 acres along the Waukegan lakefront, giving residents direct access to Lake Michigan via a paved shoreline path that runs from the park’s north edge to downtown. The park contains two lighted softball fields, four tennis courts, a playground with separate tot-lot equipment, and a 1.2-mile asphalt loop that is plowed for winter walking and jogging. A small-boat launch and adjacent fishing pier are maintained by the Waukegan Park District, while a beach house with restrooms and drinking fountains operates from Memorial Day to Labor Day. Mature oak and maple stands provide shade along the northern section of the trail, and open turf areas along the southern edge are used for informal sports and picnics. The park lies less than a mile from the Metra Union Pacific-North line station and within a ten-minute drive of both Waukegan Harbor and the Gurnee Mills retail corridor, allowing residents to reach employment centers, shopping, and regional transit without leaving city limits.
